When Phoebe mentioned in The Spy Within that she reinvented her agency after her father passed, she really meant it. As you compare notes with Unmasking, you might notice that Phoebe basically cleaned house and works to be as involved with all government agencies as possible.
That security guard did not know how close he was to the Angel of Death, otherwise, he wouldn’t have dared stop Phoebe. But oh well, some people love to play with fire — until they get burned.
