Oh, the playful side of Federick and Phoebe has completely vanished. Once emotions are painted in the picture, things are bound to get difficult and confusing; and since Phoebe has always been limited in human emotions, I can see why she would be confused by Federick.
The man was up and down in his moods and behavior towards Phoebe. Now, as much as some of us would love to hate on Federick, I think we have to consider where he is coming from.
